SPOKANE COUNTY, Wash. -A 53-year-old man has a warrant for his arrest in Spokane County for failing to register as a sex offender.
Umar El Rhashi has been previously listed as a Level III sex offender. According to the Sex Offender database, he's listed as non-compliant for failing to verify/register in Spokane County. El Rhashi been convicted of second-degree rape in Washington in 1998, kidnapping in Wisconsin in 1998, and sexual assault of a child in 1994.
El Rhashi is described to be 5’7”, weighing 300 pounds and is known to use the fake name ‘Derald Carlos Alexander.’ He also has tattoos on both of his shoulders.
He is listed as living in a transient lifestyle.
